A Demi-Kingdom is a kingdom ruled by a committee of elected officials chosen by the ruling class or oligarchy, but lacks a sitting king or figurehead at the center of its operation and leadership. Demi-Kingdoms do sometimes have a chairman of the board who acts as an 11th voice to help in breaking ties whenever they occur, and to organize and lead meetings. However, the board itself is the one who holds primary responsibility for the leadership of the Demi-Kingdom. So in many ways it's the blending of a democracy, and an oligarchy into one governmental organization, where it is neither a kingdom, nor a government of the people.
