Section 9, born from the CIA's offworld black operations command, is a counter Syndicate group operating on the planet of Offworld in an effort to thwart the Alien Brotherhood and allow someone to win the race, or really just anyone, so that all those trapped on the planet can go home. Lead by Jack Lundy, grandson of Charles Lundy, its creator, they work tirelessly with The Dragons of Offworld, members of Section 17 and a number of others, all of whom seek the same ends. Namely, the end of the race and the freeing of all who are trapped on Offworld.
