It's primary purpose is information gathering, and intelligence processing, on topics that are normally either outside of, or taboo subjects of normal librarian information gathering. They are also to the Yandian high council of information in the fact that they are able to gather information that nobody else is able to due to the sometimes questionable methods required in order to do so.
