The Borero is a Syndicate controlled autonomous explorational starship that travels the galaxy looking for worlds that the Syndicate can colonize for their own often nefarious purposes. It is also sometimes used to check up on abandoned worlds, such as Ember, to monitor them, and determine their viability for reuse. It was eventually reported as lost just less than a year before the end of events in The Offworld Chronicles. It is later revealed that the ship purposely went dark around that time as it had been sent out as an "Ark" full of controller technology, by the Chief Director of Section 17, in preparation for the soon coming day when the race would be won, and Offworld would be abandoned.

Since the director knew The Brotherhood would betray both him, and all who lived on Offworld, the moment contract was either completed, or broken, he sent out the Borero to ensure that they would maintain, at the very least, just enough technology to rescue everyone on Offworld. Ultimately the Borero did its job, and protected a large swath of technology from the wrath of the Brotherhood at the end of the race. However, knowing that the Chief Director might do something like this, the Brotherhood left behind several agents who, upon seeing the return of the Borero, attacked and destroyed the ship, and all the technology aboard it, leaving the Chief Director, and the handful of agents still loyal to him, with no means by which to escape Offworld, nor rescue the people who remained on that dying world.
