The Borero is a Syndicate controlled autonomous explorational starship that travels the galaxy looking for worlds that the Syndicate can colonize for their own nefarious purposes. It's also sometimes used to check on abandoned worlds, such as Ember, to monitor them, and determine their viability for reuse. It was eventually reported as lost just less than a year before the end of events in The Offworld Chronicles. It is later revealed that the ship purposely went dark around that time as it had been sent out, by the Chief Director of Section 17, as an "Ark" of sorts full of controller technology, in preparation for the soon coming day when the race would be won, and Offworld would be abandoned by the Syndicate.
