The Chief Director is also somewhat of an anti-hero in the story, as he serves the dark interests of [[The Syndicate]] in the story, and yet secretly plots behind the scenes, with a group of his most loyal agents, to eventually see to the winning of [[The Race of Offworld}the race]], and the freeing of everyone who lives on Offworld.  However, in order to defeat the Syndicate, he must pretend to be loyal to them.  Hence his seeming contradiction of character.  Later on, he, and his remaining agents, work hard to secure Offworld, and help its remaining residents, both human, dragon, and wolf alike, take hold of their new found freedom and exploit it to its greatest measure.

The Chief Director, otherwise known as "Agent 1", is the leader of, and highest ranking member of, Section 17, and leads the organization, acting as a CEO of sorts, overseeing its daily operation on the planet of Offworld. His coequal in the Alien Brotherhood is Adramelech and quite often butts heads with the senior demon over many decisions and policies employed on Offworld. His mentor, and the former Chief Director, of which he took over his position from, is Maul Ratinar, of whom he is still good friends with even now, and who he often seeks advice from. The director also has two sons, Arloc and Endimer, both of whom are agents within Section 17.
