The Syndicate, also known as the controllers is a malevolent organization consisting of two groups, Section 17 and the Alien Brotherhood. They are the ones who created the planet of Offworld, genetically engineered its numerous life forms, including the biomechanoids, and founded the race. They are capricious and inconsistent in all that they do. The Syndicate exists to push forward the individual goals of both Section 17 and the Alien Brotherhood, although their regular infighting and often heated disagreements can sometimes derail these efforts and drive them to a stalemate, which actually benefits the people of Offworld, and all racers living there, as their periodical indecisiveness and inability to act creates brief periods of respite for those whom they would otherwise oppress.
The Contract
The Syndicate exists as the result of a contract, ratified over 500 years ago, before the start of the race, between Section 17, and The Brotherhood. While the exact contents of the contract itself are not know, several key things are.
- The ownership of the planet of Offworld is jointly shared between Section 17 and the Brotherhood. So all major decisions must be agreed upon by both parties before they can be executed. Lesser decisions are handled by The Chief Director (Section 17) or the Demonic Supreme Leader (The Brotherhood), or by those to whom they delegate the authority for certain decisions.
- If Section 17 withdraws or nullifies the contract at any time, ownership of the planet falls to the Brotherhood, and they are free to do with it whatever they so choose. If the Brotherhood withdraws, ownership falls to Section 17.
- If the race is won, the contract is considered fulfilled and the partner ship ends. At this time the Brotherhood is required to leave the planet, and full ownership of the planet falls to Section 17. At that time, they may choose to abandon it, or do with it whatever they desire.
- If the race is won, ownership of all slaves and indentured servants is nullified, and all those are presently subservient to Section 17 and the Brotherhood (the dragons are a good example of this) will be granted their unrestricted freedom.
