Robert "Dutch" Collins is an inductee into the ranks of Earthfleet, and is recruited from Earth for his excellent military record as a fighter pilot to take over the duty of pilot for the Chancellor of the Society. He is personally mentored by Joel Pendleton with which he forms a strong, but friendly rivalry for numerous things, including the title of best pilot, as well as Grand Admiral of the fleet. It's this rivalry that makes him and Pendleton life long friends and very close compatriots, always willing to have the other's back, no matter what happens. And, while Dutch isn't as good as Pendleton, his skills are very close, and are sufficient enough to give Pendleton a run for his money in any flight scenario. Dutch was originally chosen by the fleet recruiters as they were scouring Earth for potential inductees to fill key and important positions within the fleet, after they came across his military records and saw his exemplary service.

Dutch began his military career as a fighter pilot in the US Air Force, and saw it abruptly ended after his plane was shot down by rogue forces, one August afternoon, over the Ural mountains. This shoot down lead to him suffering severe injuries, including the loss of one eye, that forced him to be discharged from the military as he was no longer able to serve in his injured state. In gratitude for all that Earthfleet and the Society did for him, Dutch became on of its most loyal servants and supporters throughout the rest of his life through his long and illustrious military career in Earthfleet. Shortly after completing his inductee courses, he's assigned to the Appalachia under the leadership of Commander Toby.

Dutch enters Earthfleet service full time as the rank of Lieutenant Commander, but eventually rises to become the Grand Admiral of Earthfleet after taking over the position from Joel Pendleton.
